Hi 

WLC not in HA . Only the sso enabled 

how to do automatic config sync between primary and secondary .

I would suggest understanding the terminology and how they sync config : (depends how they connected, some people connect RP port back to back, some people use extended Layer 2 VLAN depends on business needs)

Hi,

   If by sync you mean share Clients and AP database in a way that you have Primary WLC and Secondary WLC, you need to put them in HA.

Read the link @balaji.bandi shared above to understand the options.  But briefly there are 2 forms of HA:

1. HA-SSO - if your pair of WLCs are already in SSO (stateful switch over) then they already sync their config as well as AP and client state for transparent switchover in case of failure. APs view this as a single controller and are unaware of switchovers.
2. N+1 HA - each WLC runs independently (though ideally in a mobility group).  AP's must choose to fail over from one WLC to the other.  Pri/Sec/Tertiary WLC are configured on the AP.  There is no automatic sync of config between WLCs.  It is entirely YOUR responsibility to make sure all the WLCs have the config for the APs they must support.  The configs might not all be the same because you might have 1 WLC as backup for 2 other WLCs which have different config so the backup WLC must have all the config from both the primary WLCs which it backs up.
