Yes, that's correct.
The AP must use a comm mode that prevents the "B" clients and "G" clients from stepping on each other, since they can't see each other and are operating in the same spectrum, on the same channel, talking to the same AP.
That kind of control increases the overhead, which reduces the throughput because you have the same bandwidth and less actual data space to use.
