Hello community,
Due to a failure of a WLC 5508, this device has to be changed for a 3504, it is not observed in the datasheet that it supports the AIR-AP2802I-A-K9, AIR-CAP1532E-A-K9 that the other equipment was lifting.
The IOS would have to be modified to support the new IOS.

Could the license be transferred from a 5508 to a 3504?

yes,
if it is classic license, you need to rehost it from license portal.
if it is smart license, you can add new controller to smart license portal to utilize AP licenses.
