Does the iw9167e wireless AP comply with the SIL2 Secure Rate Wireless？If not, which Cisco AP products are certified?

I'm not aware of any specific Cisco products with such certification.
As others have said, if they were it would be mentioned in the product data sheet.
For specific compliance certifications - refer to https://cae-cnc-prd.cisco.com/pdtcnc/#/ and use the exact product number and country it will be used in for lookup to see all applicable product certificates.

From a bit of searching it doesn't look like Cisco intend to certify any specific product to IEC 61508 but they're intended to be used as part of compliant solutions and things like the Cisco CSDL initiative intend to address some of that.

That last one says the following, which probably answers your question:
"To avoid the complexity and maintenance of designing a dedicated safety-rated network, IEC 61508 and IEC 61784-3
emphasize another option called “the black channel”. The black channel assumes that network is completely unreliable,
so diagnostics must exist outside of the network infrastructure. This concept stipulates that if a safety communication
protocol has enough error detection built into the protocol, it can be transmitted independently across different network
types without degrading the integrity of the safety data. This can include traversing multiple network links and network
segmentation techniques"
"When these mitigations are put together as CIP Safety, a single connection between two devices, wired or wireless, can
be used for communications certified up to SIL 3 per IEC 61508 and up to Category 4/PLe per ISO 13849-1."

In other words the network equipment itself is not certified - it is the protocol running over it which meets the requirement.
