Would there be a scenario where the AP or the Wireless Controller have any part in setting the clients time on the device?

No. The WLC does not play a role as NTP server or relay but NTP client just like your client will do.

Thanks for the quick response.
Last question, would there any be adverse effect if the AP and the client have different times configured?

The AP takes it's clock source from the NTP. The wireless clients can have their NTP synchronized from an NTP server.
However, the AP (by default) has a timezone based on UTC/GMT. Depending on the firmware of the controller, the AP's timezone can be changed to reflect the timezone set on the controller by using the WLC command of "config ap timezone enable use-controller all".
