Is there any way to set the RRM parameters such as max power or channel selection for AP's. I would like to have the network set their own settings but would like to set a max power for the AP's

yes, you can set RRM parameters through GUI:Wireless > 802.11a/n or 802.11b/g/n > RRM
or by using CLI such as "config {802.11a | 802.11b}xxx" or "config advanced {802.11a | 802.11b} xxx", for example if you want to set a max 11a TX power for AP, you can use "config 802.11a txPower global 1". You can refer to following link for more detailed information:
