Issue Connecting Outdoor Access Point to Controller

I am connecting several access points to the controller. I have successfully connected six of them, but I am having an issue with one. It is an outdoor access point and a different model.

I performed a factory reset and configured the CAPWAP tunnel, but it is still not joining the controller.[*06/19/2025 12:20:29.3592] Sending Join request to  through port 5272
[*06/19/2025 12:20:57.5652] Discarding msg CAPWAP_WTP_EVENT_REQUEST(type 9) in CAPWAP state: Join(5).
[*06/19/2025 12:20:58.2696] Discarding msg CAPWAP_WTP_EVENT_REQUEST(type 9) in CAPWAP state: Join(5)

To have the AP operate like an AP, set it to Local mode: 

capwap ap mode local

The AP will reboot and should join the controller.
