Lwapp failing to join secondary controller in Mobility Group

All of a sudden I have Lwapps refusing to attempt to join my secondary controller.  Both controllers are in a mobility group located in a centralized data center.  My primary controller is full and is obviously rejecting the wap's request to join.  Usually this isnt a problem as my secondary controller allows the ap's to join.  As far as I can tell the lwapps arent even attempting to join the secondary controller.

Like I said this setup has worked flawless in the past until late last week.

Any help would be appreciated.

Make sure your mobility it up and that master controller is not enabled and ap fallback is enabled.

What do you see in the logs if any?

actually unchecked the master controller earlier today and several waps connected to the secondary controller just not the ones that drew my eye to the problem. I have fallback mode disabled. I am thinking of rebooting the controller after-hours tonight just to see if it resolves the problem. Any other suggestions?

Just make sure you enable ap fallback if you want the AP's to join the other wlc. That should do it.
