We are looking to migrate the Cisco 9800-CL WLC that we have in VMWare to Microsoft Azure Cloud. Does anyone know if I can simply download the config file from the one on VMWare, spun up the WLC on Azure, and then restore the config from the downloaded config file? Or is there another way I can use to migrate from one VM platform to another?

When you move to Azure your IP address will be changed, my take will be take the configuration and restore to Azure and i am sure the IP will change.
Connect the Test AP and register to new WLC controller and test all working as expected and you can move the AP Controller IP to new IP, when you get chance reboot the AP and test and monitor.

Correct, you should be able to download the config from the first WLC and load to the new one
just be aware it will keep all the same interface names and IP addresses

- In principle , you can copy the running configuration from the 9800-CL to the VMware instance of a 9800 controller (with obvious changes such as addressing changes for SP and WMI)
, but there are some operational changes which could have impact , such as the controller in the cloud only supports flexconnect ; afterwards ,validate the configuration with the CLI
command show tech wireless (not 'show tech') and feed the output from that into Wireless Config Analyzer

And look at Table 2 : when the controller is deployed in the public count , you can only have Flexconnect with local switching modes ,
