Disabling 802.11a is not possible as it is for 802.11 and 802.11b due to the fact that it shares same physical data rates and band that n/ac/ax.
How can an AP detect that a device is 802.11a capable only? That could be only done by detecting single spatial stream clients only BUT the problem is that even modern devices use 1SS under certain situations, so that spec cannot be use it to detect them. I can't imagine how to do it without causing serious disruption even in 802.11n/aac/ax capable devices.

If I were assigned to a task like that, what I would do is enable 40Mhz channel for my SSIDs.
If you look into the 802.11a and 802.11n standard, they are very similar and the only difference is that 802.11n supports channel bonding of 40Mhz but 802.11a does not.
You can not filter based on the data rates or the frequency, as they are the same

But even n/ac/ax can fall-back to 20MHz channels in specific circumstances so that still isn't a fool proof method.
