Any additional information you need, please let me know. If it can help you, I can also access the ap through another one that acts as a remote controller(attached you can see). But we still don't see a solution...
By the way, do you speak Spanish?

What is your requirement? Do you want this AP to be converted as CAPWAP or you want this AP to become the new EWC WLC?

Are you trying to work out why the second is not standby EWC?
If so - have you read through https://www.cisco.com/c/en/us/td/docs/wireless/controller/ewc/17-8/config-guide/ewc_cg_17_8/m_ewc_high_availability.html
Note that 17.8.1 is a limited support release (no bugfixes).  It is best to use an extended support release like 17.6.4 or 17.9.1 (17.9.2 will be released soon) because those get multiple bugfix releases over an extended period of time.
