Hello Experts,
I have a question about Cisco Aironet 1310 AP, the problem I am getting is that I am unable to enter the conf t mode to configure the AP. I am not sure what could be the problem. I have IOS 12.3 running on it.

When you connected did you have to login?
Did you type "enable" prior to trying to type conf t?

Thanks for your reply, I am consoled in and in enable mode, I had to put a password to get to enable mode.

Hello,
you need to first type command enable and then it will ask for ht epassword if the enable password is set, once you are into it you can type the command configure terminal. This is how it all works.

do a show ver. make sure your software is k9w7(aIOS) and not k9w8(CUWN)

this means you are using a lightweighted AP and by default it does not support config mode.
Convert it to a k9w7 (aIOS) AP then you should be able to configure it.

Is there a way to configure it without converting the ISO? Like may be via web based interface?

there is no need to enter config t mode in lightweighted ap... all config is done on wlc...
debug capwap console cli
above cmd will open config t mode.

We dont have a WLC yet. Can it be used as an inpedenpent AP? If so, should it be converted to a regular IOS to do that?

I think you are using LWAP mode and In this mode config T does not supported. Please check the same.
