         - These APs don't use a controller ,

i have another AP works as a controller and many AP's that have been connected to that controller

 - That's probably a mesh network ; you still have to use the mentioned procedure for upgrading the particular AP locally ,

Hi

Try to factory reset the AP first. It is a simple procedure and  may fix the problem.

https://www.cisco.com/c/en/us/support/docs/smb/wireless/CB-Wireless-Mesh/2120-reset-to-factory-default-cbw.html

Go to "Reset to Factory Settings Using an Open Paperclip"
