Upgrade Cisco Embedded Wireless Controller on Catalyst Access Points

Hi
i have a problem with upgrade my new Catalyst 9120AXI-E to the latest version of software of the Cisco Embedded Wireless Controller on Catalyst Access Points 17.6.4

I donwloaed this 
https://software.cisco.com/download/home/286322988/type/286323077/release/17.9.3 

i extracted it to my tftp server
from web UI i launched software management --> Software upgrade --> Tftp etc.. 

but receive an error 
Failed to Fetch Controller Image Version File to EWC

So your EWC is Cat9K AP - you try to upgrade from TFTP it is failing  is it ?

is the TFTP Server reachable and have the File ?

try from command level and check

# show wireless ewc-ap predownload status

never seen this issue on WLC controllers. If you seeing this issue :
