WAP 1700 and 1800 series

Does the 1700 and 1800 series WAPS need the controller to  run or is that just to configure the device?

Can you configure the device by connecting to the management port?

I have a client who is looking to purchase a couple but does not need a controller expense.

cisco 1700 series AP can be used as both (with or without WLC).
