I am looking to add Cisco Catalyst 9120 APs to 3 different sites and got few questions?
Does Cisco Provide any cloud management for Wireless APs which eliminate the need of physical controller?
In case Physical Controller is only choice, Do i need one for each site ? or it will be one fine for all sites (Considering all sites are connected by IPSec)?
How does licensing work with it ? Is it just one time buy and then annual support ?

You can use virtual controller in terms of Cisco AP concern :

If you looking managed device using cloud then look at Meraki.

I'd suggest new 9800 series not AireOS virtual WLC!

ME - not for 9120!
For 9120 you want Embedded Wireless Controller with Catalyst Access Points https://www.cisco.com/c/en/us/products/wireless/embedded-wireless-controller-on-catalyst-access-points/index.html but that is *not* a cloud management option.
