Upgrade to 17.9.3.

If the 6E is still not enabled, talk to the Cisco AM/SE/Wireless PSS.  Different countries have different firmware version required to operate 6E.

For instance, we were told that Australia requires IOS-XE version 17.12.x.

What is the Regulatory Domain of the AP?

  I don't know if this is related but if the particular regulatory domain does not support 6E the radio could remain disabled , according to https://www.wi-fi.org/countries-enabling-wi-fi-in-6-ghz-wi-fi-6e , Thailand is considering...

In Thailand I see information we can use radio 5.925-6.425 Ghz first . The regulatory domain of AP make Operation status down?

  - Check the full AP model on the packing box (or on the AP) ; you may need extra configuring steps on the controller as  in :

AP Model is C9136I-ROW . I try to change the country code that allow radio 6Ghz in other country. It's working fine but after I use my country code still not working I think might be IOS-XE or not ?

@Leo Laohoo
I already contact Local Cisco SE . I think may be waiting new IOS-XE for support my county .

Even if the regulator allows the channel use doesn't mean Cisco has enabled it.  It can take some time to get the product licensed and the software updated after the regulator has approved the band use.
Use: show wireless country channels as per https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-9/config-guide/b_wl_17_9_cg/m_country_codes.html#reference_F57D65F840FE4756A3D545B3673B42D9 to check what channels are supported for your country on the WLC.

Also see https://www.cisco.com/c/en/us/support/docs/wireless/catalyst-9800-series-wireless-controllers/217734-connect-and-join-a-row-domain-access-po.html

You can see the detailed data at https://www.cisco.com/c/en/us/support/wireless/catalyst-9136i-access-point/model.html#DataSheetsandProductInformation in the documents titled Detailed Channels and Maximum Power Settings ...
As you'll see from Detailed Channels and Maximum Power Settings for Cisco Catalyst 9136I Access Points, Release 17.11.1 in the "Country to tab mapping" tab Thailand currently has no 6GHz support even in 17.11

So the short answer - it's not currently supported.  Your SE may be able to tell if/when support is planned.
