  -  Usually wireless is not deployed-tested in that manner ; and actually in  a physical place or environment
that is not sufficient; you will always need a wireless Site Survey when it comes down to placing APs
taking into account building and room layouts, walls ,....

If this required real deployment then contact local partner help you and show you demo

or if you have budge, buy AP and install virtual WLC and test it.

You can run virtual 9800 series WLC - https://www.cisco.com/c/en/us/products/collateral/wireless/catalyst-9800-cl-wireless-controller-cloud/nb-06-cat9800-cl-cloud-wirel-data-sheet-ctp-en.html but you'll still need real APs to connect to the WLC.

What exactly are you wanting to simulate?

If its practice with configuration the 9800-CL can be deployed to a number of hypervisers or into Cloud.

You can even run on VM Workstation, or Fusion

If its simulation of what the RF will do than there is Hamina, Ekahau, AirMagnet to do predictive designs.

If its client load then it gets real expensive real fast as specialist tools that have big $$$s for them

If its for lab work, there are things like dCloud, but its best to aquire an AP, Switch and setup 9800-CL on a VM and practice

And if you dont want to go down that path, there are always CCIE rack rentals that will have WLCs, DNACs, Switchs, APs, ISE and Clients that you can pay to book X number of hours to do the simulation using their real gear

I'll add to all the great comments and this is my opinion.  You can't simulate a wireless environment unless you have equipment. There is no way I would trust any virtual software to do any of my testing I need to do to test a feature or push to production.

If you need a home lab set up you can buy a

  1. Cisco 9105
  2. Cisco 9115
  1. Cisco 9120
and set up as Work bridge group , you can get used to UI and CLI of 9800. I have similar set up .

As @Haydn Andrews There are many options depends on your preference.
