How do I configure a WLC 4400 to send snmp traps when it learns of a rogue AP?

You can configure the syslog server in WLC GUI from : Management-> Logs -> Message Logs.
The other thing you can have the WLC to send is SNMP traps to a trap receiver from Management -> SNMP -> Trap receivers
