Hello
You should avoid using an IP in your network address plan so 192.168.100.100 suits for that in your case
Here a KB entry about this case : https://www.cisco.com/c/en/us/support/docs/wireless-mobility/wireless-lan-wlan/213535-wlc-virtual-ip-address-1-1-1-1.html
In my case, I use an address pattern as 192.168.<deployment_site_number>.1.

- For starters do not use 1.1.1.1 as the redirect address , because the particular public address is in use ,

so we pick any random private ip address for virtual ip address? My subnet is 10.100.0.0/16 so can i put 192.168.100.100 maybe or should under 10.100.0.0/16?

- Basically yes , of course it must be reachable for the browser on the guest client ,
