WPA2/AES with FT-PSK not working

SSID is not working with win10 or mac OS but it works just fine in Android and IOS. I have enabled 802.11kvr. As soon as I enable PSK then it fine. WLC code is 8.3.140 and APs are AIR-CAP2702I-E-K9.

It's configured pretty much according to the link. I have tried with many different NICs and OSs all give the same result. Except android and ios devices.

Be careful when enabling those features as like what you can see, will break things if not supported by the device or not configured properly.
When enabling features, start with your basic configuration and make sure it works. Then enable one thing at a time and understand which configuration change breaks. I’m not a fan of enabling too many features because a basic setting works and can work very well. Sometimes the marketing aspect of features is the reason folks fell like they have to enable things. Just my two cents.
