I installed SP9 oder SP8 and now both are active:

Active Packages:

disk0:asr9k-px-5.1.3.sp8-1.0.0

I would have assumed, that SP9 overrides SP8 and only SP9 is active.
Went something wrong or do I have to deactivate SP8 manually?

Yes, SP9 fully supercedes SP8, so its ok to have both active, it won't have any impact.
Also, Its safe to manually uninstall SP8 by “install remove superseded”.

when you installed the first Service Pack on 5.1.3, did you maybe install both the 5.1.3 release pies and the SP pie in one shot?
Let me try to explain where I'm getting at. If the previous installation was an XR release that wasn't "aware" of the Service Pack concept, installing the new XR release together with a Service Pack pie could lead to the kind of issue that you are observing. Release 5.1.3 was the first release that was "aware" of a Service Pack concept from day 1. On 4.3.4 an "SP recognition" SMU had to be installed before installing a service pack.

if you upgraded from 5.1.1 directly to 5.1.3+SP8, that could explain the current status.
The TAC engineer was correct in saying that there is no real impact of having the SP8 showing up as inactive. This is how the "show install active summary" should look like on your router:

disk0:asr9k-bng-px-5.1.3
disk0:asr9k-mini-px-5.1.3
disk0:asr9k-fpd-px-5.1.3
disk0:asr9k-px-5.1.3.sp9-1.0.0
The point is that the Service Pack should show up always as a single pie "asr9k-px-5.1.3.sp9-1.0.0". It should never be broken up into constituent pies like "iosxr-bng-5.1.3.sp8-1.0.0". This breakup happens when the starting installation doesn't understand the concept of a Service Pack. As I wrote before, the release 5.1.3 was the first one where this Service Pack recognition was included at FCS.
Can you try to deactivate all sp8 pies? That should clean up the installation.

not sure if I understand correctly. 5.1.3 and SP8 were two upgrades:
5.1.1 (shipping)
5.1.3
SP8
SP9
cleanup SP8
Since the TAC case is still open, I will wait for the feedback from TAC.

hi Christian,
if you have first upgraded from 5.1.1 to 5.1.3 and afterwards activated SP8, you shouldn't see the SP pie split up the way it shows up in the "show install ..." command. If you have a TAC case open, it's indeed best to investigate the issue that way.

Hello,It was better before. SP8 is not really active, it's a cosmetic showcommand problem.Now you have remaining pieces of SP8 that are left over, but it's not aproblem neither.How do the 'show install active summary' and 'show install inactivesummary' look like?
