Hi Expertise, i have a new ASR9K rebooting continually so i used turbo-boot and installed IOS-XR [confirmed by install commit], the problem is when the router reloaded stuck in boot mode again

After turbobooting the committed packages are in memory ("mem:asr9k-..."). After turboboot you have to run the install process to have the installation saved on on disk0:.
Please use 5.3.4 instead of 5.3.3. We strongly suggest 5.3.4 for all asr9k deployments. See:

Thanks Aleksandar, the problem is how to move files from mem: to disk0:, by default IOS files coped to disk0: but suddenly extract to mem: .
i found that problem in turbboot > boot sequance
TURBOBOOT=on,disk0,format
sync
and after restart files coped to disk0: instead to mem;
