I would like to create a dhcp server within a vrf. I did read the DAPS Support document which does allow the user to configure an address range within a vrf but the other options like default router, DNS, etc are not there. Any help would be appreciated.

I think you should be able to do it. If you try to do it, is there any missing commands or issues?
