By default the platform has a 16 virtual mac limit that is shared amongst vrrp/hsrp, BVI and BFD protocols

when you exceed this limit the virtual mac will not be programmed in hardware, then you will need the command to increase the scale to 255.

you can check the current macs that are programmed in hardware via this command

show controllers fia diagshell <npu id> "dump IHP_VRID_MY_MAC_TCAM" location <>
