Multiple lines Jabber will not use Primary

CUCM 8.5.1
We have a receptionist that has 2 lines on her phone. Line 1 - 7706 is the receptionist line, and line 2 - 7602 is her personal line.
We set up jabber to use her personal line. But when we try calling from Jabber with the setting use my phone for calls, it always uses the 1st line. We have tried swapping the main line and putting it at number 2, but still does not work. When someone calls her phone from Jabber it hits the 7706 not 7602.
Her primary number in user management is 7602. Her line is associated with her Jabber profile config also.
What could be the issue?

Unassociate all lines and devices from here profile. Then re add with the personal first.
