In CUIC report template reference guide is says real-time data in AWDB update in every 15 sec (page 137 and 151 in 9.02 doc) but in the ICM DB schema it says it refresh in every 10 sec (page 6).

In Step 6 of the above link says
In the Refresh Rate field, enter the refresh rate for this report in seconds. This is the rate at which the report is automatically refreshed. The minimum refresh rate is 15 seconds for real-time reports and 900 seconds for historical reports. You cannot enter values less than the defaults.
But if the refresh rate of the database is 10 sec then why it is not possible to set a 10 sec refresh rate for CUIC real-time reports?

True, even if you add 10 sec as refresh interval you need to take into considerations the delay of data between the server and the web client display. Even if you set 10 sec the data will be updated in web client approx 15 sec there is no hard rule, you need to consider several factors.
