CCMP help -Create user to add agents only

I am in situation where we have CCMP 12.6 , i am very new to this platform and task assigned to me is to add user which can only add agents  and skills.

Kindly if someone have experience and can share the details steps.

I have already done below but no luck

1. created user

2. assigned global and folder permision

Hi

i have tried it but no luck , 

have created user , assign it to role and groups… then assign global permissions and folder permissions to user , group .

By no luck, what do you mean? Is it that the new user has too many permissions? It didn't work? Something else?

Hi Bill, it did not work , i assigned user permissions globally and at folder level. 

but when i logged in with user , i can only see 2 provisioning (not sure who and how it is configure) ... but i can't see that folder or agent creation option at all
