Supervisors receive error when trying to silent monitor when agents are in Talking

You'll have to provide more information than this for people to offer suggestions. What error? All supervisors/agents? What version of UCM? This could be many things.

They are supervisors assigned to the CSQ

Error received /Unable to Silent Monitor at this time. Contact your system administrator.

It's likely the supervisor monitoring search space like @Ibrahim AlQumairi notes and provides the link for reviewing below.

You need to check the CUCM configuration of the silent monitor for both agent supervisor 
Also don't forget to give the supervisor user the proper privilege of monitoring
