The RM-CM subsystem on a CRS box shows initializing all the time.
As a consequence it's not possible to configure any agents / queues / resources etc...
I've found a Tac case relating to this issue and yes both the cm.aef and rm.aef are both in place, the rmjtapi user is correct as is the password.
has anyone else had problems like this and if so can you provide some pointers.

Hi,
Heading : RM-CM subsystem remains INITIALIZING
Symptom : The Resource Manager Contact Manager (RM-CM) subsystem remains in INITIALIZING state.
Possible Cause: Could not load the default scripts CM.aef and RM.aef.
Recommended Action :
1. Check RM jtapi provider configuration. Then Stop/Start Engine again.
2. Check if the workflow scripts CM.aef and RM.aef are presented under C:\Program Files\wfavvid folder and in Manage Scripts Page in AppAdmin. These scripts are automatically uploaded to the Script reposiry during Directory Initialization. They are needed for RMCM subsystem to be in service. If either of these scripts are deleted,missing or corrupted, the RM-CM Subsytem will not go In Service. To recover, upload new copies of these scripts and restart the engine.

As I said in my original post I had seen this info, and no it didn't help.
I re-installed and it's OK now.
It's probably because the server had to have it's IP address changed, in the end it was easier to back it up, re-install and restore the scripts, than to troubleshoot any longer
