The customer is deploying UCCE(ICMv.8.0SR2) on UCS base.
Actually, I tried to install one router with a single mode first, at that time MDS was working without any issue.
and tried to install routers with dual mode and the MDS was working well.
(CU configured “duplexed mode” for “Fault Tolerance Mode”)
however, I tried to shutdown one of Router(SideA or B) for redundancy test, MDS was to be "Out of Service".

Is this a System IPCC?
Shut everything down.
Start LoggerA, then RouterA. When RouterA router window shows "synchronization hold off disabled", watch this window as you start RouterB. The two should communicate and RouterA should start loading the config from LoggerA into memory.
If this does not work, go over setup again. Something is misconfigured in the private link.

You've not given us enough information here to assist or evaulate fault tollerance.
How many PGs are configured in this environment?
How many are active?
What are the results in the RTR log to the TOS communications between the RTRs?
In order to properly evaluate the fail over you are describing according to UCCE fault tollerance design we'd need to have the following;
RTR logs
NM logs with /nobin flag
MDS logs with /nobin flag
CCAG logs with /nobin flag
You also probably already have reviewed the following, but this is the SRND for UCCE 8.0x / fault tollerance is discussed beginning on page 137

I am also having the same issue. What he meant by the below statement is DUring the setup there will be option as Fault Tolerance Mode (Simplex/Duplex). Here he and my self selected Duplex mode)

If i start the routerB immediately all will be in service. Please advise.

How many PGs you have configured?
and are they up?
there is beutiful mechanism behind who will take charge of enable synchroniser role between MDS pairs.

I got the problem. Thanks to Geoff .Its him who explained in another post which is cause for this problem. different question but Same Answer
Its Device Majority which is causing the problem.
Routers in DUPLEX,Configured 10 , Made Active 2PG .
To become SIMPLEX, Router needs to be in ISOLATED ENABLED , this again depends on Device Majority (atleast 50%).
Based on device Majority the Routers will never go simplex as the 8PGs didnt respond back to Router that other Router went down. so more than 50% didnt respond back. So due to this RouterA/B will be in ISOLATED DISABLED thats why MDS will be in out of service.
So for this problem

Router | Active | Stop | Fail (Synchronizer supending operation) (Device Majority less than 50% to become SIMPLEX so Router is in ISOLATED DISABLED)
