I am preparing the document for ICM shutdown procedure as per the customer request. Attaching the document which I have downloaded for the reference. I need to know that on PG server, in what sequence do I need to stop the ICM services? Can I stop all services on PG at a time or do I need to stop one by one?

It does not matter much.
If you wish to do this in an orderly way (let's assume side A is the active side), stop the CAD services first on side A (Chat, Enterprise, Licence, Sync, RASS, LDAP monitor). If you have set up CAD replication of LDAP and RASS correctly, users will seamlessly leverage the CAD processes on side B.
Then stop CTIOS on side A - CTIOS on side B will continue, but complain that it has lost its peer. Nothing to worry about, but you will see a repetitive message in the window of CTIOS B as it tries to reconnect to its peer.
Next stop the CTI process - CTI on B will immediately become active.
Finally, stop the PG process. All the PIMs will obviously stop and the other side will take over.
