we have UCCX 11.6 , We need to know the ability of adding Cisco Hard Phone as UCCX agent and have queue for incoming calls without Finesse login .
So IP Phones stay in ready state all time without finesse login .
Can we achieve that and how ?

Have you looked at "Finesse IP Phone Agent" feature - where an agent can login on the phone (instead of PC), control their states and answer the ACD calls.
