Hi how do I setup the looping feature on Cisco 7821 so that phone calls will get transferred to another number if the the previous is busy or unavailable ?

Cisco is a company, not a product, and IP Phones are dumb terminals; all decisions are made by the call control they are registered to. Assuming that is CUCM, Call Forward Busy and No Answer on the Directory Number would control forwarding under those conditions.

To add to what @Jonathan Schulenberg wrote, as your asking your question in the Contact Centre subsection I assume that you’re question is related to calls from a Contact Centre system. If so Call Forward settings are not applicable for calls that comes from the CC solution. For any other calls the CF settings apply.
