just my five 5 cents: on Linux, it's built in. On Windows, you can use Cygwin. A nice introduction may be found here:

OpenSSH, Cygwin, FileZilla, freeFTPD (though there is a limit of 1 GB file size with this one).

There have been a few posts recently which suggest that the 1 GB limitation with freeFTPd software has been taken care of in the latest version of freeFTPd, it is now able to take backup running into several GB, so should be a good option as well.
