is it possible on cuic or uccx in general get the system uptime, like how many in percent or minutes the service up of call center, or percent of downtime ?

I'm not sure I understand are you looking for like a service level metric? You're not going to be able to find that from within CCX, this is something you will have to track outside of it.

In the UCCX "Cisco Unified Serviceability", you can find the service status and uptime days.
If you're looking for the below type of services or status, then you need to install 3rd party software like SolarWinds and other MIB-based or network discovery SW.
Application availability
Average Interface availability
CPU Load and Memory Utilization
Server availability
Etc..
