I wouldn't recommend or attempt to use "Outbound" dialer to place a call. This would require loading a flat file into the UCCX Outbound campaign management UI--which currently is manual process (unless you have a 3rd party campaign management application to get around this requirement).
Is a call necessary? Then consider creating a HTTP triggered script to place a call out.
If a call is not necessary, consider sending an email message with the alert details in the message body. SMTP is simple to configure and use from a UCCX script.
