Hello,
The call manager and CUPS uses the same software feature license , so there is no need even to upload any SW feature license.
As for the unity and UCCX , i am sure that the UCCX needs a SW feature license but as for the unity i am not entirly sure because i heard that there is some changes in the licensing between 8 and 8.5 , that's why you need a license file.

I now believe that Unity Connection 8 to 8.5 upgrade does not need a license. I was able to upgrade it and licensing looks fine. TAC gave me incorrect info.

That's correct, there's no requirement between Unity Connection 8.0 and 8.5 to apply a new license file. Cisco's Upgrade guide confirms it here, you'll see the Note section reads:
Note Upgrading from Connection 8.0 to 8.5 does not require a new license file.
