How can voice gateway provide outside dial tone to 3951 just like what cucm do?

Hi,
This SIP phone on CME does not support secondary dialtone. Only SCCP phone does with the configuration below:
telephony-service
secondary-dial digit-string

in the telephony service - I think there is a commend "secondary dial tone" which you add

The 3951 is a SIP phone and as such, not influenced by any command under telephony-service.
This said, I don't know what can be causing the problem.

From Cisco Unified CME Release 11.6 onwards, secondary dial tone is supported on both SIP phones and SCCP phones.
A secondary dial tone is played on the phone when comma (',') is found in the pattern. In this example, secondary dial tone is played after the digit 50.

I have tested the secondary dial tone command under telephony service.
However,it doesn't effect SIP phone.
