Adding new phones and ldap sync in subscriber

Hello Guys ,i have a publisher located at Site A. I want to install each subscriber at Site B and Site C. Site B and C are linked to site A using a radio link.

If the radio link fails,i want engrs at Site B and Site C to be able add new phones as well as performing ldap sync. Dc controllers have already be installed at Site B and C which replicate to Site A.

I want to ask if it is possible to add new phones in subscribers

The publisher is the only one that holds the writing rights of the database, some changes are allowed when the PUB is down but adding phones it is not one of them.

I thought as much.In other words ,new phones can only be added in the
publisher.

Technically speaking no.

IF the PUB is online you can made the change on the SUB, the change will be forwarded to the PUB and it will do the database change, but again that works ONLY if the PUB is online.

If there's no connectivity to the PUB, you cannot perform changes in your SUBs, only UFF would be available.
