Hello all,
We have a few administrators who are located in an office that is not on the IP phone system yet. Is there a way to provide them with Admin only access and not waste one of our licenses creating a user that doesn't need a voicemail box?
Please let me know if you do.

You could always make a local administrator account and assign them roles for what you need. Are you LDAP integrated?

+5 to Brandon for correct answer, you can either bring in the user from LDAP or build a local one and create user without mailbox, assigned to admin role and no license will be assigned.
