Check out this blog on the NetCraftsmen website. I have used this technique and it works like a champ.

https://www.netcraftsmen.com/cisco-cucm-blocking-calls-by-calling-party-number-id/

Thanks but This method does not work with MGCP i just read it.

are there any solution?

In case of MGCP gateway, you can configure translation pattern in CUCM to block the call.

Please refer to the below document:

https://supportforums.cisco.com/t5/collaboration-voice-and-video/technotes-how-to-block-incoming-calls-in-cucm-8-x-based-on-ani/ta-p/3124389

Please rate the post if, helpful.

It actually does. The first of the two methods mentioned in the post (translation profile) does not, but the second method of using translation patterns on inbound calls does. Please read the post all the way through.

And, for the record, I have use the second method to block inbound calls with an MGCP gateway so I know for a fact that it works.
