Hi,
We have a CTI port configured to use the call forwarding. Under the CTI port we have configured forward all and it is forwarded to a local PSTN number. But now we got a busy tone when we call the extension.
If we call the forwarded number from my cisco jabber it's working. So i have taken the trace from the cube and it showing 603 decline message.
Any suggestions please.

Are you using a SIP trunk towards the provider?
If yes: who is sending the 603 message? If it's the provider, you have to talk to the provider, why he is declining the call.
When using SIP trunk and receiving an error message in general, you always have to ask the provider.
Can you post the output of the following debugs and the related numbers (calling number, forwarding number and called number)
debug ccsip messages
debug voice ccapi ind 1
debug voice ccapi ind 2
debug voice ccapi ind 74

Why did you split up all the debugs into separate files?
Anyway, as already guessed, you are sending the INVITE to a SIP provider, who declines the call. The only way to solve this problem, is by contacting the provider and ask, why they are declining the call.
Probably any SIP headers in the INVITE are in wrong format or are missing.
