CIPC is not registering for a single user and their colleagues CIPC is working fine
i have done with below troubleshooting.
1) Checked TFTP IP and Device name in CIPC application.
2) Recreated CIPC profile.
3) Given a working CIPC name to the issued CIPC application.
4) checked the CUCM reach-ability and it is reachable.IP Telephony and Phones
5) re-installed the CIPC

Other than the possibility that the one phone was created with the wrong protocol (SIP vs. SCCP) I can't think of anything you don't list here.
What do the Status Messages on the CIPC say?
If the Status Messages in CIPC don't point the way, it might be time to pull a trace file containing the registration request and we can look to see what is going on.
