I added a new site in columbia and change the user local to spanish, columbia.
reset the phone, but it still come up as english.
ccm: 7.1.5

Did you change the locale on the phones? When firmware version are you using? Does the locale work on other phone models?

Derrick,
Update your phones to latest firmware. this WILL fix your proble.
You need at least
cmterm-69xx-sccp.9-0-2-0.cop.sgn
Also make sure this is on ALL NODES have
cm-locale-es_ES-7.1.5.1200-1.cop.sgn po-locale-es_ES-9.0.2.1000-1.cop.sgn

i dont mind updating the fw. but adding the new locale file will require a cluster reboot. that I can not do.

You don't need to add new locales, just upgrade firmware for the phones which does not require system reboot, only TFTP restart and phone reboot.
