So, you have one 8831 successfully registered but another is not registering?
Have you performed factory reset on the phone?

Hello,
It looks like there is some kind of issu with this phone so you should hardware reset it and try to register it again.
Upon connecting it back to network try to create-cnf files again on CME

create cnf-files version-stamp 7960 Feb 05 2019 13:06:03
I created it, and still does not work, do you need my all config?

Does the phone also receive the TFTP server info from DHCP or is it maybe hard coded on the second phone?
Do you see REGISTER messages coming from the phone to your CME?

What about the TFTP on the phone? You could try to enter it as alternate TFTP if you have problems with your DHCP. Also, is this a used phone? Maybe it has an ITL installed which does not trust your CME and blocks registration (delete ITL file then).
As you're using SIP phones for creating profiles you'd need to enter:
voice register global
no create profile
create profile

Hi there
Try removing the below commands and apply 'create profile' command on 'voice register global'
authenticate register authenticate realm cisco.com
Hope this Helps
Cheers
