Greetings,
Kindly advise how to get new 7821 and 8851 ip phones registered on ISR 4451 being deployed as CME using below flex subscription. Smart license have been activated but still phones not being registered.

AFAIK, phones not registering has nothing to do with the licensing. You are taking the wrong assumptions here.
You need to check the debugs, logs, ...
There are sooo many old posts about phone registration problems on CME, so you'd better check them out.

As @b.winter wrote the licensing has no relevance to your registration issue. If you post your configuration we might be able to help identify any problem(s) in your setup.

There are not even any registration requests visible.
Are the phones even getting an IP address?

Can you remove auto register from the voice register global as you already created voice register dn's and pools.

removed auto but still no phone registration. Phone ip pingalble from cme router and one phone getting error of reg send failure

After removing, you need to issue create profile.
Can you share the logs from CME.

Below is the output. I see 30 registration requests but under pool its 0. Is this because of new flex licensing which may need to be activated in addition to active license of cme

You are AFAIKS missing the sip-ua configuration. See this document for details on how to setup CME. Cisco Unified Communications Manager Express System Administrator Guide

Is it from the correct IP range?!
Has the phone the correct TFTP-server address, or has it a TFTP-address at all?
What do the debugs say? Do you see any SIP registration events on the CME router? (I already know the next question: "Which debugs should I use?")
Can you ping the phones, from the correct interface?
Don't let us pull everything out of your nose!
If you are installing CME, you should also be able to troubleshoot it.
