Cisco Router 28XX working as a CME ,licenses migration

Customer has a CME working on 28xx router .They want to move to CUCM now 

Please clarify if licenses can be migrated ?

I have licenses snapshot as per below ,Also please clarify if 28XX uses any licenses for getting phones registered in CME mode (i.e user based)or it comes with device and dies with device

Edit...earlier it was possible to convert cme license to DLU, but in for latest cucm version not sure.

Hi Suresh ,

can you explain why they cant be migrated 

for 29xx they can be migrated using the upgrade part codes worth 50$ each 

But i need justification for licenses of 28xx ,i have given snapshot also above for licenses presently in cme
