Cisco UC540 - Second of 3 lines not ringing

Hello, I am brand new to phones in general.

I have a Cisco UC540 phone system.  We have 3 phone numbers. 

FXO ports 1 and 2 are being used in the phone system.  Port 1 is using two pairs, port 2 is using one pair.

Numbers 1 and 3 ring through find (1 is on a pair in FXO-0 and 2 is the only pair on FXO-1)

Number 2 does not ring through at all, nor does it FXO-0 light up.  Is there any configuration I am missing to accept the second line on FXO-0?

Cisco interface only use one pair per port.

You will need to re-wire accordingly.
