I have a customer who reverting from a BE4000 to CME as the BE4000 is going EOL. we have an ISR4321 running 88 devices but licenced for 100.
I am trying to find out the following
what licensing the CME uses, would jabber be require a licence if so what ?
Can two devices be assign to one user so only using one licence?

This question is still unanswered, could someone explain the difference between Modes - CME and Appliance?
This is relatively newer topic and so it has almost no documentation at all.

BE4k run on same ISR 4321 router. when running Be4k Application isr4321 support 200 devices. This is the appliance mode. but on CME mode same ISR 4321 can support 50 phones.

Could you you please provide some document or link that could elaborate the limitations of converting the ISR router into appliance mode and licensing requirements?

There is no conversion path to appliance mode. you need to order Be4k part number if you need 200 phones. if you order CME part number and 4321 router its going to support only 50 phones.
